The Bases Conversion and Development Authority (BCDA), through its subsidiary Poro Point Management Corp. (PPMC), has signed lease agreements with Chevron, Shell and Petron to continue their operations at the San Fernando International Seaport in La Union, the state-owned agency said.
In a media release, BCDA said the agreements are intended to sustain the port’s role in fuel distribution and commercial logistics in Northern Luzon, where the three energy companies maintain facilities serving regional markets.
The signing ceremony was held on Sept. 28.
BCDA President and Chief Executive Joshua M. Bingcang said maintaining a transparent and well-managed port environment was important to long-term economic stability and investment.
“By reinforcing a transparent and well-managed port environment today, we preserve the vital operational conditions required to drive long-term growth and attract future investments to La Union,” Bingcang said.
PPMC President and Chief Executive Servillano C. Flores Jr. said the lease agreements reflected the corporation’s commitment to partnerships with businesses operating within the Poro Point Freeport Zone.
The continued presence of the three companies is expected to support fuel distribution, commercial activity and employment in the region.
Chevron, Petron and Shell executives also cited the importance of operational continuity at the port.
Mario T. Serranillo, Chevron’s manager for DM&C Field Operations, Lubricants and International Terminals, reaffirmed the company’s commitment to safe, reliable, responsible and sustainable operations.
Petron Vice President for Procurement Jacqueline L. Ang said the company’s presence at the site dates to the 1960s and expressed support for continuing its leasehold partnership under the BCDA group’s administration.
“With the BCDA Group taking over the administration of the property, we are very much excited to advance this leasehold partnership, serve the industries in the region, and provide world-class fuel products to the public,” Ang said.
Shell Contracts and Maintenance Manager Paulo L. Ocampo said continued operations at the port were important to the company’s fuel supply network in Northern Luzon.
“This signing is very important to Shell as it will continue to ensure the stability of fuel supply in the region. La Union, together with the rest of Northern Luzon, is one of Shell’s key markets,” Ocampo said.
The agreements were signed by Flores and representatives of the three companies.
Poro Point, which hosts fuel-related operations alongside other commercial activities, is positioned by the BCDA and PPMC as a strategic maritime and logistics gateway for Northern Luzon.
Continued operations by the energy companies could help maintain distribution links serving businesses and consumers in the region.
The lease agreements also align with the government’s broader infrastructure and logistics objectives.
