BAGUIO CITY, Philippines — The Police Regional Office Cordillera Administrative Region (PRO CAR) will deploy 3,458 police personnel across the Cordillera from Oct. 31 to midnight of Nov. 2 to help maintain public safety during Undas 2026, while urging cemetery visitors to observe safety precautions and responsible behavior.
The deployment will cover Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province and Baguio City, with police operations focused on crime prevention, traffic management, police visibility and emergency response during All Saints’ Day and All Souls’ Day.
In a news release, PRO CAR said personnel would be assigned to cemeteries, memorial parks, a columbarium, places of worship, major thoroughfares, transportation hubs, tourist destinations and other strategic locations.
Mobile patrols and checkpoints will also be established to deter criminal activity, support traffic flow and facilitate responses to incidents.
The regional deployment plan allocates 742 personnel to checkpoints, 555 to mobile patrols, 296 to tourist destinations, 255 to places of worship, 182 to major thoroughfares and 57 to transportation hubs.
For cemetery-related security operations, PRO CAR identified 190 cemeteries, five memorial parks and one columbarium across the region.
A total of 1,371 personnel are designated for these locations, with 224 Police Assistance Desks planned to provide assistance for inquiries, emergency reports and other public concerns.
Police urge cemetery visitors to follow safety guidelines
Alongside the deployment, PRO CAR has issued Ligtas Tips Undas 2026, encouraging families visiting cemeteries to exercise caution, remain disciplined and help maintain a peaceful environment.
The police regional office advised visitors to bring sufficient food and drinking water, as well as protection against heat and rain.
It also reminded the public to observe cemetery rules, including restrictions on alcoholic beverages and merchandise inside cemetery grounds, as stated in its advisory.
Visitors were told not to bring deadly or bladed weapons, loudspeakers or objects that could cause injuries.
PRO CAR also urged families to keep personal belongings under close watch and ensure that lit candles do not create fire hazards.
Adults accompanying children should keep them within sight, particularly in crowded areas, and ensure that children carry identification or a piece of paper with identifying information in case they become separated from their companions.
The advisory also calls on visitors to maintain cleanliness by bringing trash bags, collecting their waste and disposing of it in designated bins.
Visitors were further encouraged to locate the nearest first-aid station and Philippine National Police assistance booth upon arrival so they can seek medical or police assistance when needed.
PRO CAR highlights preparations at public safety forum
PRO CAR’s preparations for Undas 2026 were also discussed during the Kapihan sa Cordillera on Oct. 14 at the Department of Health-Cordillera Administrative Region in Baguio City.
According to PRO CAR, Police Lieutenant Colonel Genevieve B. Revocal, chief of its Regional Public Information Office, represented the regional police office as a panelist at the forum, which covered health awareness initiatives and public safety concerns.
Revocal highlighted preparations for Ligtas Undas 2026, including increased police visibility, security monitoring, traffic management and personnel readiness in cemeteries, memorial parks, transport terminals, major roads and other areas expected to draw larger crowds.
She also emphasized public cooperation and coordination with communities as important elements of maintaining peace and order during the observance, the regional police office said.
The forum also covered student mental health and well-being.
In that context, Revocal discussed PRO CAR’s school safety initiatives and the importance of police visibility and cooperation with school administrators, teachers and parents in supporting a safe learning environment.
PRO CAR said its provincial and city police offices would tailor security measures to local conditions, operational requirements and the anticipated influx of visitors.
Public urged to secure homes and report emergencies
The regional police office urged residents to secure their homes and personal belongings before traveling, follow traffic advisories and remain alert in crowded areas.
The public was also advised to report suspicious activities and emergencies to the nearest police personnel or station.
PRO CAR’s Undas preparations include measures to maintain police visibility and support safety in and around schools, as well as at other locations where public assistance may be needed.
The regional office said its preparations are being carried out under the leadership of Regional Director Police Brigadier General Noel B. Vallo, reiterating its commitment to public service under the motto, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
