
NBI to build key facilities in New Clark City
MANILA — The National Bureau of Investigation (NBI) and the Bases Conversion and Development Authority (BCDA) have signed an agreement to establish key NBI facilities in New Clark City, expanding the bureau’s institutional footprint outside Metro Manila and supporting the development of the emerging government and innovation hub.
The memorandum of understanding, signed on June 15 at the NBI headquarters in Pasay City, outlines plans for an NBI regional office, a dedicated NBI Academy for training and professional development, and forensic and investigative facilities in New Clark City, according to a joint announcement by the two agencies.
BCDA President and Chief Executive Officer Joshua M. Bingcang said the planned facilities would strengthen New Clark City’s role as a center for public institutions and government services.
“The presence of the NBI adds another important dimension to that vision. It strengthens New Clark City’s role as a center for institutions that uphold public safety, justice, and service to the Filipino people,” Bingcang said in a statement.
New Clark City, developed by the BCDA, has been positioned as a disaster-resilient government and economic center outside Metro Manila. The government has promoted the area as a location for public institutions, education, research, and innovation initiatives.
The agreement comes as the NBI seeks to enhance its operational capabilities and accommodate growing institutional requirements, the agencies said.
NBI Director Melvin A. Matibag said the bureau is committed to maximizing the partnership with BCDA, according to the statement.
The project also aligns with the administration’s broader efforts to modernize public safety and criminal justice institutions and encourage greater collaboration among government agencies, the BCDA and NBI said.
Also present during the signing ceremony were NBI Deputy Director for Operations Antonio M. Pagatpat, NBI Deputy Director for Administration Jose Justo S. Yap, and BCDA Officer-in-Charge Senior Vice President for Conversion and Development Group Mark P. Torres.
