BAGUIO CITY — The Baguio City Police Office (BCPO) successfully facilitated the safe and orderly implementation of a Writ of Execution and Notice to Vacate issued to Camp John Hay Development Corporation (DevCo), marking the Bases Conversion and Development Authority’s (BCDA) formal takeover of the property.
The operation, conducted on January 6, 2025, was led by BCPO City Director PCOL Ruel D. Tagel, with approximately 100 BCPO personnel deployed to secure the area.
A Quick Reaction Team (QRT) was also on standby to respond swiftly to any incidents.
Key officials, including PBGEN David K. Peredo, Jr., Regional Director of Police Regional Office-Cordillera Administrative Region (PRO-CAR), and PCOL Elmer E. Ragay, Deputy Regional Director for Operations, were present on-site to oversee the smooth execution of the writ.
The operation was carried out without any reported incidents, showcasing the BCPO’s professionalism and meticulous planning.
Collaboration with the BCDA ensured compliance with safety protocols, while thorough evaluations of security measures, personnel readiness, and surveillance systems contributed to the operation’s success.
This accomplishment comes on the heels of another milestone for the BCPO: maintaining a zero crime index during the New Year celebration.
From December 31, 2024, to January 1, 2025, the BCPO’s strict enforcement of safety measures and early preparations ensured a peaceful holiday season in the city.
BCPO personnel worked tirelessly in the days leading up to the New Year, focusing on traffic management, crime prevention, and public order.
The City Investigation and Detective Management Unit (CIDMU) reported no index crimes during the period, with only three non-index crimes recorded:
- Violations under RA 9262 (Anti-Violence Against Women and Children Act)
- Frustrated homicide
- Infractions under RA 8485 (Animal Welfare Act of 1998)

Tagel emphasized the importance of their guiding principles, stating, “Disiplina at Dasal, Kakayahan at Kaunlaran, Pagmamahal at Pagtupad sa Tungkulin (D.K.P.),” which were exemplified during both the Camp John Hay takeover and the New Year’s safety operation.
