
BCDA starts P172.1 million SCTEX interchange expansion
TARLAC, Philippines — The Bases Conversion and Development Authority (BCDA) has broken ground on a P172.1 million expansion of the Hacienda Luisita Interchange of the Subic-Clark-Tarlac Expressway (SCTEX), a project the state-owned agency said is intended to improve access to Tarlac and strengthen links with economic centers in Central Luzon.
The project will add ramps and supporting infrastructure at the interchange, improving access for motorists, residents, workers and businesses in Tarlac, according to BCDA.
BCDA President and Chief Executive Officer Joshua M. Bingcang said the project is intended to serve communities and economic activity beyond properties administered by the agency.
“This project is about connecting people and businesses to opportunities. The Hacienda Luisita Interchange will serve not only BCDA properties, but also residents, workers, businesses, and communities across Tarlac and the wider Central Luzon region,” Bingcang said.
“When we improve connectivity, we make it easier for people to get to work, businesses to move goods, and investments to reach communities. This is the kind of infrastructure that helps the broader region grow,” he added.
The expansion includes a 624-meter, two-lane access entry ramp toward Baguio City or the Tarlac-Pangasinan-La Union Expressway (TPLEX), BCDA said.
It will also include an additional exit facility serving Tarlac City and nearby municipalities.
The project will also include a toll plaza, drainage facilities, slope protection, utilities, streetlights and other supporting structures, BCDA said.
Construction is scheduled for completion within 240 calendar days, or around the second quarter of 2027, according to the agency.
Tarlac Governor Christian Tell A. Yap welcomed the project, saying improved road access could support investment and economic activity in the province.
“This will not only benefit the companies who will gain better accessibility to the north for their products, but also benefit our constituents in the province. With this exit, all of our people who want to go to the Luisita area will have easy access, especially with all the developments now,” Yap said.
He said the project could reduce travel time and bring Tarlac residents closer to employment, business and other economic opportunities.
The Hacienda Luisita Interchange is expected to improve access to development areas in and around Tarlac, including the Luisita Industrial Park, Crescendo of Ayala Land and the TARI Estate of Aboitiz Infracapital, BCDA said.
The expansion is part of BCDA’s efforts to improve strategic SCTEX interchanges and transport links across Central Luzon, the agency said.
“Our goal is to build infrastructure that creates value beyond the boundaries of our own properties,” Bingcang said. “A stronger Tarlac means a stronger Central Luzon, and better connectivity is an important part of making that happen.”
The project is being undertaken as part of the administration’s broader infrastructure and connectivity agenda.
