BAGUIO CITY, Philippines—The Bases Conversion and Development Authority (BCDA) has regained control over Camp John Hay, including key areas such as The Manor, The Forest Lodge, Camp John Hay Golf Club, CAP Convention Center, Commander’s Cottage, and open spaces.
This development follows a landmark Supreme Court decision allowing BCDA to recover the property from CJH Development Corporation (CJH DevCo).
The Supreme Court ruling, affirmed by the Baguio Regional Trial Court Branch 6 in an order dated January 3, 2025, dismissed CJH DevCo’s renewed attempt to prevent the full turnover of Camp John Hay to BCDA.
The court ordered that all land and improvements on the property—whether directly held by CJH DevCo, its subsidiaries, affiliates, or other parties claiming rights under them—be returned to BCDA without delay.
In a January 6 press release, BCDA President and CEO Joshua M. Bingcang hailed the decision as a victory for the Filipino people, highlighting its potential to attract investments, create jobs, and drive inclusive economic growth.
“This victory is a win for the Filipino people as it paves the path for exciting investments and projects that will drive socioeconomic opportunities while ensuring that the environmental and cultural integrity of the area are preserved and protected,” Bingcang stated.
BCDA also assured stakeholders that businesses operating within Camp John Hay would continue to thrive during the transition.
