Baguio City Police Office tops PRO-CAR first-quarter 2026 UPER

BAGUIO CITY — The Baguio City Police Office (BCPO) ranked first among police provincial and city offices under the Police Regional Office–Cordillera Administrative Region (PRO-CAR) in the Philippine National Police’s first-quarter 2026 Unit Performance Evaluation Rating (UPER), according to the regional police.

In a statement, PRO-CAR said BCPO posted an overall rating of 84.89%, earning the highest rank among the region’s Police Provincial Offices (PPOs) and City Police Office (CPO).

The office also received an overall adjectival rating of “Very Satisfactory.”

The Benguet Police Provincial Office placed second with 84.22%, while the Mountain Province Police Provincial Office ranked third with 83.59%.

Both units also received a “Very Satisfactory” rating, PRO-CAR said.

According to the regional police, the UPER is the Philippine National Police’s standardized performance assessment system that measures the operational efficiency, administrative compliance and accomplishments of police units, from regional offices down to police stations.

PRO-CAR said the evaluation serves as a benchmark for organizational performance and is intended to support the continuous delivery of police services.

Police Brig. Gen. Ericson D. Dilag, PRO-CAR regional director, attributed the results to the collective efforts of police personnel across the region.

“The UPER results reflect the dedication, professionalism and commitment of every police officer in the region,” Dilag said in the statement.

PRO-CAR said it would continue monitoring the performance of its units while pursuing programs aimed at strengthening organizational effectiveness and public confidence in the Philippine National Police.
