PRO CAR honors four for crime prevention, community service

LA TRINIDAD, Benguet — Apayao Rep. Eleanor C. Bulut-Begtang was recognized by the Police Regional Office Cordillera Administrative Region (PRO CAR) for her support for an anti-abuse initiative in Apayao and was the guest of honor and speaker at the awards ceremony.

Bulut-Begtang, representative of Apayao’s lone congressional district, received a plaque of recognition for her support for the implementation of the Apayao Anti-Abuse Council Converging Towards Humanitarian Action and Oneness, or AHON, during the Sept. 21 ceremony at the Multi-Purpose Center of Camp Major Bado Dangwa in La Trinidad.

PRO CAR Regional Director PBGen. Noel B. Vallo led the conferment of PNP medals and plaques of recognition to the awardees during the event, which was held in connection with the 32nd National Crime Prevention Week.

In her remarks as guest of honor and speaker, Bulut-Begtang urged public servants and community partners to take an active role in protecting vulnerable sectors, particularly women and children.

“Let us not wait for another child, another woman, or even our own child, our own wife, our own sister, or our own mother to cry for help. This is our duty, our responsibility, and our mandate. Let us make it our personal commitment to keep every child, every woman, and every person safe and protected. Beyond all titles, positions and professions, my dear fellow public servants, this is humanity. Let us help them heal, let us help them rise. I-ahon po natin sila,” she said. (“Let us help them rise.”)

The recognition for Bulut-Begtang was among three conferred under the 2026 Gawad Ligtas na Pamayanan: NAPOLCOM National Crime Prevention Excellence Awards.

Police Colonel Dionisio D. Bonoy, provincial director of the Benguet Police Provincial Office, was recognized for his support for the implementation of Oplan Ultimate Grass Cutter.

Police Captain Anthony P. Bunoan of the Tinoc Municipal Police Station in Ifugao was likewise recognized for his support for the Junior Police Program, which placed second nationwide under the cited awards program.

The fourth awardee, Police Master Sergeant Dwight Alexis B. Supsupin of the Regional Mobile Force Battalion 15, received the Medalya ng Katangitanging Gawa, or PNP Outstanding Achievement Medal, after being named an individual awardee in the 2026 Metrobank Foundation Outstanding Filipinos for Police Officers under the Police Non-Commissioned Officer category.

Supsupin has been recognized for community-based initiatives involving youth development, peacebuilding and public safety.

The awards recognized separate efforts involving government officials, police personnel and community partners in support of crime prevention and public safety.

The program concluded with the presentation of a token of appreciation to Bulut-Begtang in recognition of her participation as guest of honor and speaker and her contributions to the event.
