Barangay North Sanitary Camp bans public drying of laundry

BAGUIO CITY — Barangay North Sanitary Camp has enacted an ordinance prohibiting residents and business establishments from drying or hanging wet laundry beyond their properties.

The ordinance also penalizes individuals with leaking house overhangs and rain gutter downspouts that discharge water onto public spaces like streets and alleys.

The barangay ordinance was received on December 17, 2024 and was given a favorable review by the Baguio City Council on January 27, 2025 during its regular session.

In its report, the city council’s Committee on Public Protection and Safety, Peace and Order  stated that the barangay ordinance is “not inconsistent” with any law or city ordinance.

“In fact, it complements City Ordinance 36-2024 or the Anti-Public Nuisance of the City of Baguio,” the report stated.

The barangay ordinance aims to regulate public nuisances caused by household practices that may inconvenience or endanger residents.

It argues that the practices that these practices (hanging wet laundry in public spaces, leaking overhangs, and improperly directed rain gutters) have led to irritation and discomfort among residents, safety hazards due to wet or slippery pavements, and obstruction of public places.

Under the ordinance, complaints from residents will serve as prima facie evidence or strong resumption of nuisance.

For the first offense, the violator will receive a warning and an invitation from the barangay council for discussion and compliance.

A second offense will result in a fine of P300.00 along with 32 hours of community service.

For a third offense, the violator will be fined P500.00 and will be required to dismantle or remove the clothesline, overhang, or rain gutter downspout which causes the nuisance.
