
BAGUIO CITY, Philippines — The historic Tour of Luzon (TOL), once considered the heart of Philippine cycling, is set to culminate in a high-stakes, adrenaline-pumping finale on May 1, 2025, as about 100 elite cyclists take on the grueling 8th and final stage from Lingayen, Pangasinan to Camp John Hay, Baguio City.
This last leg of the multi-stage elite race will mark the climax of a journey that began on April 24, 2025, traversing over 1,000 kilometers of the Philippines’ most scenic and punishing routes.
It is the culmination of a bold effort by DuckWorld PH, in partnership with Metro Pacific Tollways Corporation (MPTC), to revive the legacy of the Tour of Luzon — a race that defined Philippine cycling from 1955 to 1998, and briefly resurfaced in 2018 before disappearing again.
This year’s revival, dubbed “The Great Revival,” aims to reestablish the country on the UCI Calendar and reinforce the visionary sports legacy of Manuel V. Pangilinan.
A Legendary Finish
Cyclists will depart from Lingayen and are expected to enter Baguio City’s jurisdiction around 11:30 AM.
From there, they will navigate the iconic Kennon Road, known for its steep hills and sharp turns, before accelerating through Loakan Road at speeds of 40 to 50 kilometers per hour, racing toward the finish line at Scout Hill, Camp John Hay.
Between 12:00 PM and 12:17 PM, the peloton is expected to pass through critical points in the city including Camp 7, Loakan Liwanag, Loakan Proper, and Scout Barrio, prompting authorities to enforce tight traffic management and safety protocols.
Traffic Advisory & Road Safety
The Baguio City Police Office (BCPO) has issued a traffic plan and scheme to manage the event and ensure public safety.
Motorists are advised to plan trips ahead and avoid the affected routes, particularly between 11:00 AM and 1:00 PM.
A Stop-and-Go traffic scheme will be implemented at key intersections along the race route, including:
- Kennon–Loakan Junction
- Loakan–Demonstration Intersection
- Loakan intersections fronting PEZA, BSP, and BEZ
- Loakan–Kadaklan, Loakan–Voice of America, and Loakan–John Hay Tower
- Loakan–Scout Barrio, Dahlia Street, and Ordonio intersections
Traffic enforcers, barangay personnel, and route security will be deployed at these sites to ensure safe passage for both cyclists and motorists.
Pedestrians and residents along the route are strongly urged to give way to race participants and follow the instructions of enforcers on the ground.
Spectators are welcome to watch the final 500 meters of the race inside Camp John Hay, which promises a dramatic and historic close to the event.

The 2025 Tour of Luzon represents more than just a sporting event — it is a resurgence of national pride and a tribute to Philippine cycling history.
As the revival gains momentum, it seeks to bring the Philippines back to the forefront of Asian competitive cycling, inspire a new generation of athletes, and once again make Luzon’s roads a proving ground for legends.
