
BAGUIO CITY — The Bases Conversion and Development Authority (BCDA) has secured major legal victories strengthening its control over Camp John Hay, after a regional court dismissed multiple cases filed by private claimants involving properties within the special economic zone.
In recent rulings, the Regional Trial Court Branch 79 of Baguio City dismissed six petitions for quieting of title, recovery of possession, and a promissory estoppel case covering portions of the John Hay Special Economic Zone.
The court decisions affirm BCDA’s authority over the former US military base, now a major tourism and investment hub in Northern Luzon.
BCDA Chairperson Atty. Larry Paredes said the rulings provide long-term legal stability critical to investors and partners. He noted that with legal issues clarified, BCDA can move forward with plans to fully develop Camp John Hay into a world-class mountain estate.
BCDA President and Chief Executive Officer Engr. Joshua M. Bingcang said the court decisions reinforce the agency’s efforts to transform Camp John Hay into a premier investment destination, similar to Bonifacio Global City and New Clark City. He emphasized that legal certainty is essential to building a resilient, investor-friendly business environment.
BCDA is currently finalizing an updated master plan that will position Camp John Hay as a self-sustaining, mixed-use district.
The redevelopment will integrate ecotourism, business, education, healthcare, and green infrastructure, while preserving the area’s natural landscape and heritage.
The master plan is aligned with the United Nations Sustainable Development Goals and is being coordinated with the Baguio City government.
BCDA said the redevelopment aims to attract responsible investors, generate employment, improve local amenities, and ensure that economic growth benefits Baguio residents and nearby communities.
