
BCDA, Berthaphil partner to boost aviation industry in Clark
CLARK FREEPORT, Philippines, Jan. 29, 2026 — The Bases Conversion and Development Authority (BCDA) has partnered with industrial real estate developer Berthaphil Inc. to advance aviation-related industries in Clark Aviation Capital and New Clark City, expanding efforts to position Central Luzon as a key logistics and investment hub.
The partnership was formalized through a memorandum of understanding (MOU) signed by BCDA President and Chief Executive Officer Joshua M. Bingcang and Berthaphil President and Chief Executive Officer Peter Herman on the sidelines of the World Economic Forum in Davos, Switzerland.
Under the agreement, BCDA and Berthaphil will conduct a joint study to identify opportunities for aviation-related businesses in the two BCDA-managed economic zones in Pampanga and Tarlac.
The study will examine land use alignment with Clark’s master development plan, infrastructure and support requirements of prospective investors, overall market demand, and possible modes of cooperation.
“Berthaphil has long been a trusted partner of BCDA and a key contributor to the development of the Clark Freeport Zone,” Bingcang said. “This collaboration builds on that partnership and supports Clark’s growth as a competitive aviation and logistics hub.”
Berthaphil, established in 1995, is an industrial estate developer and locator in the Clark Freeport Zone, with experience in developing and managing industrial parks that serve export-oriented and technology-driven firms.
The company has signaled interest in expanding aviation-related business ecosystems within the Clark Civil Aviation Complex and New Clark City.
The initiative aligns with the Philippine government’s push for infrastructure-led growth and regional development, part of the socioeconomic agenda of President Ferdinand R. Marcos Jr. aimed at strengthening logistics connectivity and generating quality jobs outside Metro Manila.
It also supports priorities under the Philippine Development Plan 2023–2028, including infrastructure modernization and industrial diversification.
BCDA is positioning the 2,367-hectare Clark Aviation Capital as a premier gateway and logistics hotspot, while developing the 9,450-hectare New Clark City into a modern and sustainable investment destination.
