Baguio bars seek later closing, face public pushback

BAGUIO CITY — Proposals to extend bar operating hours in Baguio City drew mixed reactions during a public consultation, with bar owners pressing for later closing times while barangay leaders and residents warned of worsening noise, sanitation and public order issues.

The consultation, led by City Councilor Paolo Raynor Salvosa, focused on proposed revisions to bar operating hours currently set from 5:00 p.m. to 2:00 a.m.

Bar owners argued the restriction hurts business, saying most customers arrive around 1:00 a.m., leaving little time to operate before mandatory closure.

Salvosa acknowledged a compromise proposal to allow bars to remain open until 3:00 a.m. on weekends, while retaining the 2:00 a.m. closing time on weekdays.

However, bar operators later pushed for an even later closing of 4:00 a.m. from Thursdays to Sundays, a proposal strongly opposed by punong barangays and members of the public.

Barangay leaders cited persistent noise from intoxicated patrons, saying disturbances continue well into the morning even after bars close at 2:00 a.m. or 3:00 a.m.

Residents also raised concerns over public safety and sleep disruption.

City officials flagged sanitation issues, noting that trash, bottles and other waste from bars frequently spill onto streets and sidewalks.

Salvosa said the concerns will be further discussed with the Baguio City Police Office as the city weighs possible amendments to bar operating regulations.
