Baguio eyes ban on kites, balloons, drones near Loakan Airport

BAGUIO CITY — A proposed ordinance in Baguio City aims to regulate activities that could endanger air navigation within a five-kilometer radius of Loakan Airport, including kite-flying, gas balloon releases, drone operations, and the raising of certain domesticated birds.

Authored by Councilor Jose Molintas, the measure would prohibit flying kites, releasing gas balloons, operating drones without permits from the Civil Aviation Authority of the Philippines (CAAP) and the city government, and raising pigeons, geese, and similar birds in the restricted zone.

The restrictions are intended to protect aviation safety while maintaining the city’s landscape and cultural practices.

The ordinance highlights stricter enforcement during major celebrations such as the Panagbenga Festival when balloons and kites are more commonly used.

Violators would face community service penalties of 10 days for a first offense, 20 days for a second, and 30 days for subsequent violations.

Implementation would be overseen by the Baguio City Police Office (BCPO), CAAP–Baguio Airport, and the City Environment and Parks Management Office (CEPMO).

The city council approved the proposed ordinance on second reading and for publication on September 29, 2025.
