
PROCOR prepares for 2023 Barangay and Sangguniang Kabataan Elections
CAMP DANGWA, La Trinidad, Benguet — The Police Regional Office Cordillera (PROCOR) is making early preparations to assume election duties as a deputized agency of the Commission on Elections (COMELEC) in anticipation of the upcoming 2023 Barangay and Sangguniang Kabataan Elections (BSKE).
PROCOR Regional Director David K. Peredo, Jr. has issued directives to concerned units to strictly enforce the provisions against prohibited acts during the entire 90-day election period.
These provisions are enumerated under the Omnibus Election Code and Resolutions passed by the COMELEC, in accordance with Comelec Resolution No. 10902, which approved the calendar of activities for the 2023 BSKE.
In a press statement released on June 7, 2023, the COMELEC Committee on the Ban on Firearms and Security Concerns (CBFSC) outlined the acts that are prohibited during the election period, unless authorized by the CBFSC.
Firstly, it is prohibited to bear, carry, or transport firearms and other deadly weapons outside one’s residence or place of business, as well as in all public places.
Secondly, employing, availing, or engaging the services of security personnel and bodyguards is also prohibited.
Lastly, the transportation or delivery of firearms and explosives, including their parts, ammunition, and/or components, is strictly forbidden.
Violations of these prohibitions are considered election offenses, punishable by imprisonment of not less than one year but not more than six years without probation.
Offenders may also face permanent disqualification from holding public office and deprivation of the right to suffrage.
In the case of foreigners, they will be subject to deportation after serving the corresponding prison term.
The acceptance of early applicants for the issuance of Certificates of Authority began on June 5, 2023, and will continue until November 15, 2023.
This period allows individuals who require firearms for valid reasons to obtain the necessary authorization from the authorities.
Subsequently, the Gun Ban Period will commence on August 28, 2023, and extend until November 29, 2023, aligning with the Election Period.
With these measures in place, PROCOR aims to ensure a safe and secure electoral process during the 2023 Barangay and Sangguniang Kabataan Elections.
