
Baguio barangays begin collecting P75 monthly garbage fee
BAGUIO CITY — Barangays in Baguio City have begun collecting a P75 monthly garbage fee from households served by the city’s garbage collection system, under City Ordinance No. 69, series of 2026, the city’s Public Information Office (PIO) said.
Liga ng mga Barangay President Rocky M. Aliping informed the city’s 128 barangay chairpersons, or punong barangays, about the implementation and urged them to start collecting the fee from covered households.
Payments are to be made directly at the barangay, allowing barangay local government units (BLGUs) to receive a share of collections.
Under the ordinance, the barangay share starts at 50%, and may rise to as much as 75% for barangays that achieve full collection, the PIO said.
Aliping also reminded punong barangays to observe provisions covering discounts, surcharges and collection procedures.
The ordinance covers households, commercial establishments, institutions, business enterprises and other solid-waste generators within Baguio that are served by the city’s garbage collection system, the PIO said.
For establishments, garbage fees vary according to the type of business and other factors specified in the ordinance, including capacity, number of employees, beds, rooms, seats or enrollees.
The ordinance provides a 10% discount for taxpayers who pay their annual garbage fees on or before April 20 each year.
Taxpayers paying quarterly on or before the 20th day of the month following each quarter are entitled to a 5% discount.
Late payments are subject to a 25% surcharge and 2% monthly interest until fully paid, the PIO said.
The ordinance also calls for periodic review of garbage fee rates and provides for a 10% automatic increase every three years beginning in 2027, according to the city government.
The measure comes as local governments continue to fund solid-waste collection and management services, with Baguio’s ordinance establishing different charges for waste generators covered by the city collection system.
