Baguio launches P56-M rice aid rollout for vulnerable sectors

BAGUIO CITY — The city government has begun implementing a P56-million rice distribution program aimed at assisting indigent families and vulnerable residents amid rising food and living costs, officials said.

The initiative, led by the City Social Welfare and Development Office (CSWDO), is funded through the 2026 Local Government Support Fund–Financial Assistance from the national government and follows DBM-DILG Joint Circular No. 1, Series of 2026.

Registration and eligibility assessment started April 13 across multiple barangays, with designated venues including covered courts, barangay halls, schools and community centers.

CSWDO Officer Liza Bulayungan said the rollout has been organized by district to manage the expected number of applicants.

“We scheduled registrations in clusters to ensure orderly processing and wider access,” she said.

Qualified beneficiaries include indigent individuals and families, as well as members of vulnerable sectors such as senior citizens, solo parents and persons with disabilities.

Minimum wage earners may also qualify, provided they are bona fide city residents.

Applicants are required to appear at assigned venues on specific dates for assessment.

The city government said the schedule for the actual rice distribution will be announced separately by district after validation of beneficiaries.

For residents who may not qualify, the CSWDO said alternative assistance programs are available through partner agencies, including the Department of Social Welfare and Development, Technical Education and Skills Development Authority, and Department of Labor and Employment.

City officials encouraged residents to monitor official announcements for updates and to coordinate through CSWDO channels for inquiries.
