Philippines launches seafarers’ one-stop welfare hub

MANILA — Philippine authorities and private-sector partners have launched a one-stop wellness center for Filipino seafarers, aiming to strengthen legal, medical and financial support for one of the world’s largest maritime workforces.

The Seafarers’ Wellness Center, led by the Overseas Workers Welfare Administration (OWWA) in partnership with the Department of Migrant Workers (DMW), consolidates key services under one roof, including free legal aid, healthcare access and welfare assistance.

The initiative is backed by BDO Unibank as part of its “Alagang Kabayan” program supporting overseas Filipino workers (OFWs).

Officials said the facility offers legal services through the Public Attorney’s Office and volunteer lawyers, as well as medical care via the Alagang OWWA Yakap Clinic and subsidized medicines through the Gamot Botika para sa mga Marino.

It also includes rest areas and training rooms for Pre-Departure Orientation Seminars (PDOS).

OWWA Administrator Patricia Yvonne Caunan described the center as a “first step” toward building a nationwide network of similar facilities.

“Maliit man ito, magandang simula ito upang mas lalo nating maiparamdam ang Alagang OWWA—serbisyong may puso,” she said, adding that sustained public support will be key to expansion.

Authorities estimate more than 500,000 Filipino seafarers are deployed globally, playing a critical role in international shipping while supporting millions of dependents at home.

Beyond welfare services, the initiative underscores the importance of financial preparedness.

Through its Alagang Kabayan program, BDO collaborates with OWWA and DMW to deliver financial literacy training covering budgeting, remittance management, fraud prevention and reintegration planning.

“We want OFWs to be financially empowered and in control of their future,” Caunan said, highlighting the role of public-private partnerships.

Seafarers welcomed the initiative, citing the importance of accessible services and financial tools.

Christian Jay Padrigon said digital banking has allowed him to monitor remittances in real time while at sea, while Ronnel Hurgo credited disciplined saving over two decades for helping secure his family’s future.

DMW Secretary Hans Leo Cacdac said the center recognizes the sacrifices of Filipino seafarers, while lawmaker Johanne Bautista pointed to increased 2026 budget allocations for migrant welfare as a sign of sustained government commitment.

Officials said the new facility reflects a broader push to align welfare, healthcare and financial empowerment services for Filipino workers abroad, from pre-departure to reintegration.
