DSWD-CAR, City Government partner for ‘Pag-abot’ Program

BAGUIO CITY — The Department of Social Welfare and Development – Cordillera Administrative Region (DSWD-CAR), led by Regional Director Maria Catbagan-Aplaten, has formally partnered with the Baguio City Government under Mayor Benjamin Magalong through a recently signed Memorandum of Agreement (MOA) to implement the Pag-abot Program in the city.

The MOA outlines a strategic collaboration framework between the two parties, designed to improve the delivery of social welfare protection services to vulnerable and disadvantaged sectors, particularly individuals, children, and families in street situations.

Under the Pag-abot Program, interventions and services will be extended to help these groups attain better social well-being, access fundamental rights, and live productively in a safe and supportive environment.

The program is a crucial part of DSWD’s mandate to uplift marginalized communities and reduce poverty through holistic social protection.

In support of the initiative, the city government operates a processing and temporary shelter facility at Barangay Irisan, where beneficiaries of the Pag-abot Program may be housed and assisted.

The city commits to providing extended support to those reached out and admitted under the program.

The MOA was signed in the presence of key officials including Jerry Julian, Officer-in-Charge of DSWD’s Innovations Division; City Health Officer Dr. Celia Flor Brillantes; and City Social Welfare and Development Officer Liza Bulayungan.

Both parties emphasized their shared responsibility in addressing the pressing concerns faced by street-involved children and families, reaffirming their commitment to coordinated, sustainable, and inclusive social welfare delivery in the locality.
