
BCDA grants Supreme Court land for Baguio Hall of Justice
MANILA, Philippines, Jan. 30 — The Bases Conversion and Development Authority (BCDA) has granted the Supreme Court usufructuary rights over a 10,000-square-meter property in Camp John Hay, Baguio City, for the construction of a Hall of Justice serving Northern Luzon, officials said.
The planned judicial complex will centralize court operations, ease case congestion and expand access to justice services outside Metro Manila, aligning with the government’s push for more inclusive and people-centered governance.
BCDA said the project demonstrates how state land can be used strategically to strengthen public institutions and uphold the rule of law.
BCDA President and Chief Executive Officer Joshua M. Bingcang described the agreement as a sign of institutional trust and shared responsibility.
“This grant is a conscious act of trust between institutions committed to serving the Filipino people,” Bingcang said, adding the site is expected to host a Hall of Justice that reflects fairness, integrity and the rule of law.
Court Administrator Ma. Theresa Dolores Gomez-Estoesta said the development would strengthen judicial presence and service delivery in the region, particularly in fast-growing urban centers.
She stressed the importance of continued cooperation to ensure government lands are used lawfully and for public benefit.
The signing was attended by Chief Justice Alexander G. Gesmundo, Senior Associate Justice Marvic M.V.F. Leonen and other Supreme Court officials. BCDA Chairperson Larry B. Paredes served as witness.
The project forms part of the administration’s broader agenda to improve government service delivery, expand access to justice and make public institutions more efficient in the regions.
