BAGUIO CITY — Baguio City is moving to improve public transportation with a proposed Passengers’ Rights Ordinance, authored by Councilor Leandro Yangot Jr.
The ordinance aims to ensure that passengers receive safe, efficient, and respectful service from taxi and jeepney drivers.
Key Provisions
Passengers will have the right to:
✅ Safe and respectful service – Drivers must be courteous, honest, and sober while operating well-maintained vehicles.
✅ Fair and transparent fares – Taxi meters must be properly calibrated, and passengers must receive exact change and an official receipt.
✅ Protection from unfair practices – Drivers cannot refuse passengers based on distance or traffic and must not engage in multiple hiring.
✅ Accessibility and convenience – Passengers may request accommodations such as mobility aid assistance, air-conditioning preferences, or a quiet ride in taxis.
✅ Emergency support – Taxis must display emergency contact numbers, and all drivers must have LTFRB-issued identification cards.
Penalties for Violations
Drivers who violate the ordinance will face:
- First offense: ₱1,500 fine and possible suspension
- Second offense: ₱3,000 fine and a six-month license suspension
- Third and subsequent offenses: ₱5,000 fine and a one-year license suspension
- If the driver fails to pay, the operator assumes responsibility.
Additionally, violators must attend LTFRB-prescribed education seminars to improve service quality. Fines collected will fund training programs for taxi and jeepney drivers.
The ordinance has passed first reading in the Baguio City Council and is now under review by the Committee on Public Utilities, Transportation, and Traffic Legislation.
If enacted, this measure will enhance passenger rights, promote fairness, and improve public transportation in Baguio City.
