BAGUIO CITY – Mayor Benjamin B. Magalong has thrown his support behind City Council Resolution No. 50, Series of 2024, aimed at urging government agencies to incentivize transport cooperatives and corporations aligning with the Department of Transportation’s (DOTr) Public Utility Vehicle Modernization Program (PUVMP).
The PUVMP seeks to revolutionize the country’s public transport system, enhancing both commuting experiences and operational standards to meet global benchmarks.
Emphasizing the program’s goals of fostering safer, more efficient, reliable, convenient, affordable, climate-friendly, and environmentally sustainable transportation, the resolution underscores its significance for the nation’s mobility landscape.
Acknowledging challenges and opposition from various quarters within the transport sector, including concerns about affordability, spare parts availability, and valuation issues, the resolution underscores the need for proactive measures to incentivize participation.
To encourage operators’ active engagement, the resolution proposes a range of incentives, including tax holidays, fee waivers for registration and franchise fees, tax exemptions on Euro 4 engine imports and related parts, fuel subsidies, and ongoing financial and fleet management training for transport cooperatives and corporations.
