BAGUIO CITY – With the filing of Certificates of Candidacy (COCs) for the upcoming Barangay and Sangguniang Kabataan Elections fast approaching, Department of the Interior and Local Government (DILG)-Baguio Office director Millicent Cariño issued an advisory, July 4, 2023, to the Summer Capital’s punong barangays reminding them of the conduct of proper inventory and turnover of properties.

The advisory includes the turnover of financial records, documents and money accountabilities by all incumbent barangay and SK officials.

“Since appointive officials who filed a COC will be considered ipso facto resigned from the office and must vacate the same at the start of the regular office hours of the day when the aspirant filed the COC, it is imperative that proper turnover be done prior to the filing of COC by the aspirant appointive official,” her advisory stated.

It also advises the aspiring officials to be guided by DILG Memorandum Circular No. 2023-047 for the required activities to be conducted by the Barangay Inventory Team (BIT).

The advisory underlines the importance of submitting the completed Inventory and Turnover Form No. 1 to the City Mayor via the City Accountant.

A copy of this submission should also be provided to the local Commission on Audit (COA) and the DILG Field Office.

Additionally, the advisory stresses the need to submit clearance for all accountabilities by August 22, 2023.

The Barangay and SK elections is slated on October 30, this year.
