BCPO warns against unauthorized services in Baguio parks

BAGUIO CITY — The Baguio City Police Office (BCPO) urges the public not to avail of unauthorized freelancers offering personal services—such as nail cleaning, massage, henna tattooing, and fortune-telling—in parks and other public areas.

These unregulated services are often used to conceal criminal activities, putting unsuspecting clients at risk.

Recent Incidents of Theft

The police recently encountered cases where clients fell victim to theft during these services. In one incident, a citizen was victimized during a massage session provided by an unauthorized masseuse at Magsaysay Avenue, Kagitingan, Baguio City.

BCPO Reminder: Prevention is Better Than Solving Crime

City Director PCOL Ruel D. Tagel emphasized the need for vigilance and community cooperation:

“Prevention is better than solving a crime. We must exert all efforts to prevent crimes—through precautionary measures, strict implementation of city ordinances, and continuous patrolling—to ensure safe parks and other public places throughout the city.”

Guidelines for Residents and Tourists

BCPO strongly advises the public to:

  • Avoid patronizing unauthorized services in parks and public areas.
  • Report suspicious activities immediately to:
      • Patrolling police personnel
      • Nearby police assistance desks
      • BCPO hotlines

Ongoing Efforts to Ensure Public Safety

Through intensified patrols and close coordination with the City Environment and Parks Management Office (CEPMO) and the Public Order and Safety Division (POSD), BCPO continues to:

  • Deter petty crimes
  • Protect park-goers
  • Ensure Baguio City remains a safe and welcoming destination for all residents and tourists.
