Baguio City Council OKs 3Ps to boost livelihood support

BAGUIO CITY — The Baguio City Council has approved on third and final reading Ordinance 81-2025 institutionalizing the Pag-angat Pangkabuhayan Program (3Ps), a localized version of the Department of Social Welfare and Development’s (DSWD) Sustainable Livelihood Program.

Authored by Vice Mayor Faustino Olowan, the measure aims to enhance the city’s efforts in promoting inclusive economic growth by helping residents achieve self-sufficiency through skills development, livelihood opportunities, and access to employment.

The program will be implemented by the City Social Welfare and Development Office (CSWDO), in coordination with the Public Employment Service Office (PESO), City Planning Development and Sustainability Office (CPDSO), and other concerned departments.

Target beneficiaries include low-income individuals, unemployed residents, displaced workers, persons with disabilities, solo parents, senior citizens, and members of indigenous and marginalized communities.

Assistance may include start-up capital, equipment, materials, and technical support depending on their chosen livelihood or employment track.

A City Livelihood and Employment Committee will be formed to ensure policy direction, program coordination, and monitoring in collaboration with national agencies and private sector partners.

To sustain implementation, the city government will set aside an annual budget under the CSWDO for training, livelihood grants, and administrative needs.

The CSWDO will also provide periodic reports to the city council regarding beneficiaries served and the overall impact of the program.

The ordinance has been forwarded to Mayor Benjamin Magalong for signing.
