
BAGUIO CITY – The City Treasury Office in Baguio has announced a significant shift in payment methods for various government services.
Beginning January 2, 2024, Baguio residents can now settle their Community Tax Certificate (CTC), commonly known as cedula, and other related fees within their respective barangays.
This strategic move aims to decentralize services, effectively reducing queues at the City Hall’s One-Stop-Shop and making essential payments more accessible to the community.
The services covered under this transition include the payment of Professional Tax Receipts, Police Clearance for local and international use, Working Permits, and residential garbage fees.
However, for business owners, the process remains unchanged, with CTC payments tied to their corresponding Business Permit applications, and thus, these transactions will continue to be conducted at City Hall.
City Treasurer Alex Cabarrubias emphasized the importance of responsible declaration of gross receipts for the preceding year, as this would serve as the basis for payment.
He warned of strict actions against deliberate misdeclarations.
“It is respectfully requested from those who shall be securing their Cedula from their respective barangays to be responsible enough to declare their true gross receipts for year 2023 as the basis for payment. We shall employ all efforts/actions against those who will be found to have intentionally misdeclared their gross receipts,” City Treasurer Alex Cabarrubias said in the advisory.
Moreover, Baguio residents can now access their Real Property Tax bills/statements online via the Baguio In My Pocket (BIMP) application available at www.baguioinmypocket.ph.
The application guides users through the process of requesting Real Property Tax assessments.
Business permit assessments for the 2024 renewal cycle will also shift online through the BIMP application starting January 2, 2024.
Alternatively, these assessments can be obtained from the eBPLS Portal at www.ebpls.baguio.gov.ph.
Payments for these assessments and statements can also be settled through the BIMP application.
“These bills/statements and assessment may also be paid online via the BIMP Application,” Cabarrubias said.
To streamline operations and reduce crowding at the City Hall, both business tax assessments and real property tax statements will be exclusively available online from January 2, 2024.
However, the Treasury Office will address issues that prevent online access (such as “No Record Found” messages), provided proof of such issues is presented.
“Only those that have issues, hence cannot be secured online (or appear as No Record Found), shall be entertained at the Treasury Office,” the advisory reads.
“If assessment request is returned with a No Record Found message, a screenshot must be taken as proof to be shown at the Assessment Area of the City Treasury before they can be entertained,” the advisory furthered.
To avoid crowding at the City Hall One-Stop-Shop, assessment and payment of business permit shall be strictly in accordance with the following schedule by family or corporate name starting:
- January – A to H;
- February – I to P; and,
- March 20 – Q to Z including those that start with numeric or special characters.
Cabarrubias reminds the public to be mindful of their schedule to renew their business permit as those not following the instructions will not be entertained.
For tagged permit, for whatever reason, shall be allowed to pay to avoid penalty but permit will not be released until untagged.
To accommodate contractors with bidding activities, even if their business permit renewal is not due in the specified month, the City Treasury Office will entertain them during their bidding month, provided they present the Invitation to Bid.
Encouraging online assessments and payments, Cabarrubias highlighted the increasing queues at the City Hall One-Stop-Shop.
Additionally, alternative payment methods through inter-bank deposits or transfers to a designated Landbank account are being promoted.
For those opting for Manager’s or Cashier’s Checks, detailed instructions for payment have been provided to ensure seamless processing.
