MANILA, Philippines — The Commission on Elections (COMELEC) has released an updated partial report on the ongoing Special Election Registration Board (SERB) Hearing, as of 10 July 2023.
According to the latest data, a total of 415,433 voter registration records have been deleted or abated nationwide.
The report provides a breakdown of the reasons behind these deletions and abatements.
The largest category is the identity of two or more voters’ fingerprints based on the Automated Fingerprint Identification System (AFIS), which accounted for 265,065 cases.
This finding suggests potential instances of voter duplication or fraudulent registration.
Additionally, 144,330 voters were found to have already transferred to another city or municipality.
This indicates that these individuals had already updated their voting location and were therefore ineligible to vote in their previous electoral district.
This could be due to changes in residence or other personal circumstances that necessitated their relocation.Â
The report also revealed that 241 voters failed to vote twice in two succeeding regular elections.
Furthermore, 2,079 voters were confirmed to be deceased, as reported and confirmed by the Local Civil Registrars.Â
Their registrations were promptly removed from the voter database.
Lastly, 3,718 voters were identified to have double or multiple records in the city or municipal level.
Such cases were identified and subsequently deleted.
The report stated that if any instances of double or multiple records persist in the National List of Registered Voters (NLRV), a second SERB Hearing will be convened on July 27, 2023.
